Does this fountain splash and make things wet that it is setting on or around?

I don't believe so. We keep ours on the deck outside of the great room. Only thing we don't like - it is very quiet. We have another small fountain on our front porch and it makes a pleasant splashing sound as the water trickles down. My wife out small pebbles in the fountain that you are considering, and that helped create a little bit of sound.

How does it sound? Is there an audible trickle?

Is this costly to use being electric? Can you just put it on when you are on the patio, how often does the water need to be changed?

I don't believe that it is costly. My wife and I have another fountain and run it all the time. I would imagine that the fountain is no more costly to run than a ceiling fan. We plug it in when we are on our deck and unplug it when we go inside and close the door to the deck. The manufacturer suggests using distilled water which we purchase by the gallon at out local supermarket. The water does not need to be changed, but added to the fountain due to evaporation. My wife put small pebbles on each level of the fountain in order to have a "babbling" sound. Without them, it is very quiet.
