Can I hook a full circuit to one 20 amp side and another full 20 amp circuit on the other side? Say lights on the left and plugs ins on the right?

Are they installed properly? They have to seat all the way in or they will not work. Have an electrician check the installation out.

Will it work with eaton load panel? is it ctl or non ctl

I believe that it is ctl but not 100% sure. I have used them in two different homes the second being a very old panel and they have worked very well.
