Yes you peel it but you still need to spray soapy water and sqeegy it out

Using on back window requires 2 side mirrors. Can't be on windshield. 70% VLT required on front side windows. No limit on rear windows. Colors cannot be red, blue or amber. Cannot be colored on side windows (wtf CA?) Cannot be more reflective than a normal window. Need a certified cert for CA from maker on hand. So basically No, but enforcement isn't exactly done. Fix-it ticket first, $25 ticket second, then a $160+ or whatever after that.

The entire vehicle or just a windshield? It is a large roll. However, if you make a mistake, you probably wouldn't have enough.

Seventy percent or more of the light from the outside must pass through the window. This law also applies to the rear window unless the vehicle has outside rear-view mirrors on both sides. The mirrors must give the driver a full and clear view behind the vehicle. Rear side windows must also allow at least seventy percent of light from the outside to pass through the window if the vehicle is classified as a station wagon sedan hardtop coupe hatchback convertible
