Neither side is tacky-instead, you melt the shiny side of the paper to the fabric, and peel the paper off afterwards, leaving the residue on the fabric to fuse to second fabric. Is it suitable for holding a 3" diameter embroidered patch onto a pique polo shirt? I'd expect frequent washing.

You iron it on the wrong side of fabric, then you peel the paper and press to another fabric. Be careful to not use high heat or iron too long for successful results.
