how many come with the option that just says “Black” for $3.86?

12 all black but I returned mine tension wasn’t tight

Will these actually open 1 inch or more? I need these to hold a quilt on foam insulation board

Short Answer - not more, very tight at 1". Tested on a stack of my business cards, 1 inch was extremely tight, and took a little wiggling to pull back off. Use your judgement on foam as may/possibly indent. My cards are very standard and it left a faint rubbed look on them although no coloration changes (no marks from product) and you have to look for it, so not knowing - wouldn't likely see on stock paper type products. Foam may be more sensitive to the indentation and also consider type of fabric if more fine but I wrapped the business cards in the edge of a t-shirt and no trouble although still firm limit to 1 inch. Hope this helps!
