Can this bix hold 12 normal size donuts w/o them being stacked?

I would say No, It would hold 9 without being overlapped or squished.

Are they deep enough for meringue pies? I don't want the meringue smeared om the window.

I really don't know. The description of box says it is 2 1/2" tall. I put Pecan pies in mine which was perfect fit. I hope this info helped. I am sorry if not!

Could this hold 50 smaller cookies?

I used it for 12, 3” cookies, it was a tight squeeze
