Yes, it will secure the 20lb tanks but the rod will be a bit too long so it will stick up on the top.

Can a dual type regulator mount to this rack?

I am using a single regulator mount on mine and I just switch it over. The regulator is mounted on a strap that goes around the regulator. If you had a dual mount regulator mounted to a strap it would work.

Can I travel with only one 30lb tank using this rack?

I would not because it would not be possible to properly secure the tank with the lock down screw.
