Q: Can I use this for embroidery?

Yes, you can..it is great for either hand embroidery or machine embroidery. Just remember, you need a stabilizer under the area you are working on. One that washes out or is "melted" with an iron work best for me. If you plan to put the embroidery on a garment, use a light weight stabalizer and carefully cut some of it away AFTER your work is finished.

the package does not say but it is an unbleached color. It's not white.

Yes, the thread count is the number of threads per square inch.

Q: If cut, does it require hemming to prevent fraying?

yes, it does. this is a cotton fabric and it will fray. if cut on the bias there will still be fraying but it will not be as much.
