Q: Is the bottom hard? Or does it sag?

The bottom is not hard, nor does it sag. The bottom is made from the same material as the rest of the duffel bag.

Q: Does the ventilated shoe pocket fit size 13 men's shoes?

I doubt it. Mine are size 10 and it’s tight. Probably you need the medium or large bag

Q: only the base is water resistant ?

Water resistant but not waterproof. I hang it next to the hot tub. On the floor in water if left any time at all your stuff can get wet. It’s not waterproof. I like the bag a lot. I like the size. Not big and all pockets are zippered with an elongated front pocket for phone keys etc. hope this helps.
