Both the valve handle nuts were missing!
Unusable with out the valve handle to stay on...

Obsolete design.
It leaked right off the bat. This design uses a slightly wedge-shaped slider that fits into a machined, tapered slot. Unless everything is perfectly made, it will leak and nothing you can do will fix that. There's no rubber gasket or adjustment. Didn't leak around the shaft. Used in a water system with a max pressure of about 50 lbs.
