what does the N & L stand for above the 120v input?

Those lugs are where you insert your 110/120v power. The N is for the neutral side or the white wire, and the L is for the load side, the black wire. If you are using a grounded wire power connection, which in my opinion you should use, the ground would go on the lug just to the left of the N connection, between the -V and the N. I am not an electrician, so if you have further questions, it is recommended that you seek an answer from a licensed electrician.

Does the fan run constantly, or only under load?

Only under load. I pull 40-50W and the fan runs on and off non-stop..

Hi, can this power a HAM radio - 100W Tx power?

I used it to power a Xiau KN990 (Chinese FT-817 knockoff). The radio died shortly after being set up. When I returned it for repair, the manufacturer attributed a blown capacitor to a voltage spike. In the future, I'll run the KN990 from an American-made power supply or a battery. I'm not sure the power supply was really to blame. I had it metered constantly, and never noticed any spikes. Who knows?
