The duster, itself, clogs up badly. The dust is not clumpy. How do I keep the duster from clogging and not working?

Leave 2 to 3 pennies inside and shake it. Will break up any clumps and should help prevent it from clogging. The idea is to form a very light cloud mixture. Insects will avoid heavy concentrations. So you want a dust film on the area that is being treated. I am not sure with this one, but it is pictured reverse of how they are normally used. The bellow is usually down. So you are puffing out a mixture of air/powder. So the area gets a very fine coat of the powder. When an insect walks through the area static electricity created by it's movement makes the powder jump onto the insect. You want to avoid heavily powdering, as the insects will then avoid walking through or near the area.So try shaking it to create the air/powder mix. Then just reverse how they are using it in the picture. Puffing out a light cloud.

how far distance does it spray/spread? I want to go into a cellar with crickets and spray them from distance.

This is a useful device, but it is only good for small amounts, like if you were putting dust in cracks or around the refrigerator. A little goes a long way, I used a shaker, like a big spice shaker,  to treat the back porch and the perimeter of the house, the thing about it is, you don't have to sprinkle it directly on the crickets, if it's on the floor and the floor is dry, the crickets will pick it up, and they will eventually die.  I've seen it work this way on cockroaches.  The product is the consistency of talcum powder, and as long as it is not washed away or soaks up moisture, it will remain effective.

Is the tip thin enough to fit inside electric outlets?

Only if you take off the outlet cover. I do not know what level of electrical knowledge you have, but taking cover off will not endanger you.:)
