Q: If you buy a 36 or 38 C, does that mean the cups are exactly the same length and the back strap is longer or are both boob and strap longer?

Typically everything will be a tad larger but it still might work for you. The cut of the bra, material, your bust shape and measurements all go into determining what will fit you best. There's also the guideline is if you go up / down in the cup or band you go the opposite direction in the other thing. For example I'm supposed to be a 34B but typically find a 36 band fits better so I would try a 36A. Sometimes it works, sometimes it doesn't. Unfortunately bra sizing isn't an exact science. I recommend trying several sizes if you're able too. I have Amazon Prime with free returns and make sure to pick the ones that say they are Prime with free returns.
