No this is not a gel cushion product. But they do make gel cushion. It should be listed as Essential Gel cushion.

When you sit on a hard wood surface chair do you feel the hard wood through the chair pad?

works really well on my wood desk chairs. just enough squish, but does not compress as much as the memory foam cushions do--which is a good thing.

Will this size work with a wheelchair seat of 20 inches?

there will be a slight gap on each side--but I don't know why not

Is the fleece on the top and the bottom?

fleece is just on the top = my dad states it is very comfortable, we rotate it 180 degrees every day to keep compression at bay
