Q: Can I use this to pump oil?

Yes short of 90 weight gear oil

Q: So is it Liters or Gallons on meter? Picture shows both

Mine was gallons. You may have to specify upon ordering.

Q: Does it have a by-pass valve?

Yes it has a bypass valve so when you stop the flow from the nozzle it goes on bypass. The instructions warn that you must not keep on bypass for extended time. Watch out for leaks, I had to return mine.

Q: Can the meter be set to gallons? Pics show one with gallons and one in liters??

Not for sure, I doubt you can change liters to gallons if it says liters, mine came in gallons and seems to be accurate
