Q: It’s it safe to use on a painted wall? Will it cause the paint to lift?

I moved mind to another location and it didn't take the paint off the wall. Then again, I had to use thumb tacs to keep it up because I have textured walls and it doesn't stick to that.

Q: Will it be good for a school Locker???

It will stick. But it's not easy to wipe off. If used a lot it rips.

Q: Is this reusable? Like move from wall to backing to wall again?

No. You could maybe take it off and replace it once but it didn’t stick on my wall very long without removing it. It peeled off in a couple weeks.
