Do you find this spray really cools excessive heat in the eyelid area?

I dont have that problem, so I really dont know. Have you tried a cool compress on your eyes? You can also store this in the fridge, that may help. I really like this product, it has helped with my dry eyes.

I use noveha wipes is there a need for these too ?

Probably not needed. The plain Noveha wipes are similar but not so strong; the wipes with tea tree obviously contain something else.
