Can you use this to clean carbon satin/matt finish bike frames?

Probably but it did not do a very good job on the bike chain that I tried to clean. Finish Line did a way better job.

Can I use the degreaser for the Shifters mechanism?

I don't know why they asked me. I didn't buy the degreaser.

Are products safe for carbon frames?

I don’t know, I wrapped my carbon frame with vinyl. When I spray my chain, I hold the spray very close to the chain and use a towel block any overspray while cleaning the chain.
