Well - it’s 100% cotton. Not sure what you mean by water safe. I’ve been out on light rain with it and I have machine washed it with no issues. And, company does say “ KEEPS YOU COOL - Soak the veil and wrap it around your neck. The rectangular holes allow airflow through while the wet cotton provides evaporative cooling to your neck.”
