I would buy an 8 as Amazon clothes are a good size unless your daughter is big for her age.

I bought a size 6-7 for my 7 yr old who is average height and weight for his age and they fitted perfectly.

Q: Is this a two pack? The picture shows two but doesn't say in the description.

I ordered a different colour and there was only 1 in the image and I received 1. Sorry that probably doesn't help much
