You have to use a waterproof adhesive to meet code. If you skip the membrane and just do two layers of waterproofing adhesive, your meet most building codes. It's to heavy to install up a wall or on the ceiling with out heavy duty waterproofing adhesive or specialized tacs. Like the kind of tacs used in the old style asphalt waterproof sheets. It's only thick beaches the fibers are lose. The lose fibers come off when rolling a roller on it to roughly, or when walking on it.
