Q: Is there a way to heat this other than a microwave ? (I dont own a microwave)

As far as I know, microwave is the only way to heat it.

Q: The label says “wash in cold water.” Does that mean they can be submerged in the cold water?

Although I don’t represent the manufacturer with this response, as a user, I’d say no; do not submerge it. Maybe spot clean it with cold water. I sometimes use a tissue over it so it doesn’t have direct contact with my face or the makeup I wear.

Q: Are these made in USA?

Looks like they are made in India but they do have an office in Alpharetta, Ga.
