Q: will these work for packaging a 16X20, 1/4"foam board?

It could be troublesome. Does your 1/4" measurement include a mat board, or is it the foam board alone. If so, it may work but it would be a tight fit. I use a 3/16" foam board and a 1/16" mat board, and it works perfectly, but I think anything larger could be a problem. Good luck!

Q: Can I seal One (1) 8"x10" & two (2) 4"x6" photos in the same bag? Will they stay nice & tight or is the bag much thicker & won't look professional?

If the 8 by 10 has a mat and backer board the 4 by 6 if also matted will not fit, if they are loose they will fit

Q: Would this be "baggy" if I just put one 8x10 print into the sleeve with no matter or backing?

No, it will however be as flimsy as the print you put in the sleeve. I used it for several old photos, then place inside The Archival Safety Binder. Not using the rings of course. I even frame some photos and you could not tell the sleeve was there.
