Shelf life would be until expiration date for unopened bags if kept in a cool dry place (or in fridge, once opened it should be used in 4-6 weeks.

Could I use the formula for hand feeding a baby pigeon?

Any food specifically made to hand feed a baby bird would be fine. Harrison's makes an excellent product that should give the pigeon the nutrition it requires.

Can I use this for my parakeet (a budgie)? He is so skinny and not eating well :((((

I would have an avian vet examine uou parakeet first to see what the underlying problem. The food eill not fix an infection or other disease. Good luck!

This formula seems sticky and slimy compared to others. Is that normal?

Mine was slimy as well. I found that mixing it with cold water and then heating it up helped some. My chicks still preferred it over another brand I had.
