No, they are not Pre-Programmed. If you want to encode them, you will need a Magnetic Stripe Encoder. Many ID Card printers come with an encoder module

Color setting I use to sublimate on both sides simultaneously are 2.5 seconds per inch at 175 degrees. Flat and beautiful results with my 600 dpi printers.

Q: Could this use for restaurant gift card?

I use them for crafting. They should be find for gift cards, as long as you have an ID card printer.
