Could I use this for a storm door? Trying to prevent my yellow lab from daily escapes..

The latch is a pretty simple and stand mechanism. If there’s enough surface area on the door and surrounding jam to mount the bar and latch, I suspect it would work. The real question is what way the door opens and your ability to mount it in a way that it creates a hurdle for your lab, but not the humans :-)

The over all length of the bar is 5". The part that extends is about 3"

How does it open from the inside?

You would install this on the inside. You push the top piece up. Install a rope, wire pull on the outside to get in. Do not install just this on the outside of your gate. If you had to get out of your backyard you would be trapped and even if you installed a rope or wire pull--what if it broke. Just my suggestion for safety

Will the self-locking gate latch works well on my wooden fence?

The self-locking gate latch will work on any fence as long as the owner purchases a spring that assists in closing the fence door so the latch can latch. The latch is not efficient enough on it's own.
