Q: Do these require velcro to be installed on the car door? Will they scratch a tinted window if I raise the window up and down?

There is no Velcro required for installation. It should not scratch the tinted window.

Q: Is this a single door protector, or it brings the pair of protectors?

Two, and they are holding up with my crazy border collie in the car! A bit of advice: A dog's nails can get caught in mesh that other door protectors have (despite all my diligent taping up). That's why this one is perfect for my dog (and my car)!

Q: not concerned about scratchess...do they keep dog from sliding around when they are looking out?

Yes, it seems to give my 2 dogs some grip when they are looking out the windows. I have an American pit bull that weighs about 85 pounds and a pit/mountain cur mix that's about 45 pounds and they both stand on these without any slipping while I'm driving.
