Q: Will this hold a 8 lug nut rim truck/RV tire ?

Yes, there is a lot of "slack" for different tires. As you see in the pic, you run the bolts through the elongated holes.I currently have a 285/75 16 heavy load Duratrak and it works fine. In my case I have 3 bolts (in the elongated holes) and then a cable threw the middle hole of the mount to secure it from theft.I can't think of a street legal wheel/tire that you wouldn't be able to mount on this.

Q: is there anywhere for a padlock ?

No provision for padlock. There is big hole in center you could put a chain through. Could put a locking lug nut on.

Q: Will this work on a jeep cj5? specifically with 33s on a 15 inch rim??

Yeah should.. I have a 33x12.5x15 chevy truck rim on mine

Q: Will i be able to fit a 33x12.5 tire on this or would i need an adapter?

The tire size shouldn't matter, the wheel size makes the difference if it will fit or not. I have put a 15 inch wheel on it with no problem, haven't tried any other sizes.
