Does clumping litter stick to this pan like plastic litter boxes?

No, the clumping litter will not stick to our stainlesss steel cat litter box.

is the front lower than sides, can a cat step in or has to jump in?

All four sides are the same height. I have two adult cats. They can step in. I like the pan. Much better than plastic.

Has anyone found a litter shield that fits this box? If so, can you please post a link?

No I don't know if you used this box. Was quite heavy when I emptied it. Don't know if you can get shield. But my male cat peed over it onto wall.
