Can this be cut down to to length...31 3/4?

Yes. You just need to make sure that you take 5 1/4 inches off in 2 5/8" sections off of both ends. If that puts you too close to the predrilled and counter sun holes you may have to take the 5 1/4 inch section at one end and drill and countersink another hole.
