Does this product have a hygiene seal?

There was no hygiene seal on the bottle I ordered. The ones I have bought in the shops also have no seals.

Does it need to be used witb a cotton pad kr would a reuseable cloth work?

You will need an absorbant pad to enable your eye makeup to be successfully removed. A reusable cloth may not be absorbant enough.
