Q: Will this work for toddler/baby sized hangers?

No it won’t, but there are smaller ones made specifically for toddler/baby clothes.

Q: How to connect the base and handle?

Phillips screwdriver. Four shorter screws in the base. 2 slightly longer screws in the handle. Just match the holes up. Should be able to follow the picture to put this together. It’s pretty basic. Takes 3 min to put together. I own 2 of these. Very sturdy, very happy with them.
