Sure, water is safe to use on Gore-Tex too and had about the same results.

Q: I have old ems gore-tex jacket to clean & treat. what are the considerations in choosing between the wash-in waterproofing or the spay on dwr?

I use both; results are not always as desired. A heavy saturating rain will overwhelm my nylon or woven jackets. FWIW, my EMS jacket is gore-tex but only in the torso, the sleeves are not so I don't even consider using it if it's raining. Consider Frog Toggs if you want to stay dry. Not expensive, no thermal value and no pockets but if dry is your goal, you will achieve it.

The instruction say you can apply either wet or dry. I did happen to do it while the jacket was wet.
