Could I use it for shoe soles?

No. For shoe soles you need something with a higher Hardness (like Shore A80) and made with other type of rubber, like Nitrile.

I need to glue 2 or 3 pieces together on top of each other. What glue is best to maintain flexibility? Will be outdoors.

I would think that the glue you use to repair inner tubes would be the simplest, most cost-effective solution. You can get a tube at your local hardware store.

Can this be used in a swimming pool where the pump hoses go in the side wall?

We are not sure exactly what you mean, but if what you need is a gasket in between two pipes... it way work fine.

Is this material oil resistant?

No. Is not oil resistant. You need nitrile rubber for oil applications.
