Will this work efficiently with 33.30v vmp / 39.90 voc panels to charge a 24v battery bank?

Yes, that's a good match, up to about 270W actual watts for the 10A model.

Would this charge controller suit a single 280 watt panel,and 12 volt battery?

You'd be losing over half your potential harvest; your panel can generate around 20A at 13.5vDC (average charging voltage) and this maxes out at 10A output.
