The pass through patch panel are used for network transmission and can't pass through POE or if you use them for POE transmission, it will damage the couplers. So, we do not suggest use them via POE. Thanks.

Can i pop out a few of the ethernet keystones and put in a few hdmi keystone couplers? i guess what i am asking is if these are standard size or not.

Yes, you can pop out some of ethernet keystones from this patch panel cat6 feed through and instead with other couplers. Meanwhile, The inline keystone patch panel can be easily repaired via just replace coupler keystone if the port don't work.

Will the couplers pass through PoE signal?

This patch panel 24 port feed through coupler won't support POE using. It is mainly used for network transmission and easy clean up your network rack in 10 minutes.
