can filter run without the uv?

Yes. It has its own switch on the top of the filter housing.

172 GPH would be too powerful for my 15 Gallon tank? Also does it come with the UV light?

We have it in a 20 gallon tank and the current is gentle.

UV LIGHT uses 7 watts. Pump uses 9 watts. 16 watts total. Andrew below didn't understand the question.
