Yes, it can. I bought 5 of them in my small house and all are practical and very responsive and do not take up much space.

Will this work under kitchen sink? How high is it when door is open?

It's fairly small. The lid makes it about 6 inches higher. It should fit under a kitchen sink without a problem. I love mine.
