Yes they can. I would scuff the finish with a Scotch pad first.

Can they be cut down to 13 inches?

I don't think so. They have predrilled holes that slide over the posts. They are hollow.

Do they need to be attached to a stud? Or drywall?

No they don't need to be studded. They can be attached to drywall. I don't have anything heavy stored on them jusy a few knicknacks.

I'm not sure. I'm using them for trinkets and candles.
