It has a USB but also a box that holds 4 AAA batteries.

Do you need to install lights as you build or can you install after building?

With this kit it is very hard to do after complete assembly, the tallneck will most likely fall or collapse. I would assemble the head, install the lights. Assemble the neck, then connect to head and run the wires, and so on . Build the tallneck in sections body, legs. Run lights as you go. Install all lights on the base, before putting on the Tallneck. It's not easy, but rewarding. Good luck

Can I apply this after the set has been glued?

To apply the wires and lights, parts need to be deconstructed and then rebuilt. It'd be better to build the set, setup lights, then glue if desired.
