Q: How does one disable the output if the desired output is not negotiated? Is it useful to have an unpredictable voltage powering the desired device?

Easiest is probably using a "low voltage disconnect switch" (just another little circuit module), if I understand you right. Set the USB guy to negotiate 15V for example, and set the low voltage disconnect at 13V. If it can only negotiate 12V, the low voltage disconnect won't power up the rest of your circuit.

Q: Is there any way to change jumpers on this to change the voltage ?

Yes but you have to be good at desoldering. I'd recommend just getting another pack with variable voltage.

Q: Is there any way to use this as a basic usb-c port, to power a 5v circuit?

Yes as long as you don't use USB C

Q: Can these run in reverse (provide 12v dc from the breakout pins over usb-c to a pd enabled device)?
