A Mild Yet Effective Deterrent
Inexpensive and effective. Works to lock a ball valve either on or off. Gives people "the message" but is ultimately little deterrent to someone with bolt cutters or other tools. I won't be at all surprised if the long-term welching renters destroy it or the valve within a week or so.
