How do we use these dies? Do they require a special machine or something?

Hi, you need a die cutting machine to use these, if you only planning to use small dies (like these) you can get only the small machine like a 2.5'' opening (but that will limit you in size of dies you can use, that type is normally small)  those are not that expensive, if you also want to use embossing folders look for min 4''-6'' opening, folders vary in size, as do dies. 
The machine are available here, look at the Sizzix (side kick 661770-has images and description on Amazon), Gemini mini, We R Memories, Craft Buddy, Spell binders etc. there are a few no name brands but i would stick to the better know brands as mentioned, less issues.
Do your research, the descriptions here aren't always clear, the opening size (meaning where the plates fit in-dies will fit between the plates) and overall machine size differs.
Dies and embossing folders add up quickly but can be bought in stages, some of the above mentioned come with a few extra (like a few dies etc in the deal) that will give you a start.
The other option (depending on your budget) is the electronic cutting machines (much more expensive) some have built in designs like the Brother Scan n Cut , Silloutte, Cricut (no built in) those options have software some paid, some not( do research) then dies are not needed but it is a different machine, like both options there are learning curves.
