Q: Are they sturdy enough to use as plant labels in the garden?

Yes .These sticks are strong enough to use as plant labels in the garden. But, read on. Bamboo is generally more resistant than other woods to termites or wood boring pests depending on how the bamboo was processed. If treated with Borate or Boric acid, pests won't be a problem. Other issues you might encounter are these sticks are not quite 12 inches tall. Once you insert them into the ground 2 to 4 inches or more they may not be tall enough to raise your label where you want it. The height issue can be overcome if you come up with a way to bind two or more sticks together to increase the length or height. Because of the direction of the grain they tend to split if you push or poke something like a tack, screw or drill bit or into them. Maybe a strong weather proof glue, tape, thread or fishing line could be used to increase the length of one by binding two together or attach your label. These are not very expensive. So, for what you have in mind, I think they are definitely worth a try.

Any very small saw, multiple passes with utility knife or a sharp large wire cutter will do the job. It depends on your definition of easy and what tool you choose to work with. Not as easy as cutting paper with a sharp scissors. A small hobby saw, key hole saw, or coping saw will all make easy work of cutting these.

I don't think so, they are narrow and thin

Generally the answer is, No. These are smooth to the touch. They are pliable and strong. But they are wood. If you work hard enough at bending them or breaking them I imagine you could get the fibers of the wood to separate and somehow splinter. But, I’d say it’s unlikely that one would get a splinter from rubbing fingers across them or working with them under ordinary uses like crafts, art or classroom projects.
