What to do about hard city water? Made it hard to rinse out.

I live in the country and we have well water. However when our water was tested it came back as very hard water. I add 1 teaspoon baking soda to about 1/3 cup shampoo solution and wash my hair with that. I then use a rinse with 1 cup water, 1 tablespoon vegetable glycerin and a few drops Rosemary essential oil. I do not rinse this conditioning rinse out of my hair with water but leave it in. The rosemary is good to help prevent hair fall out. I hope this helps!
