Does this work well on plastic figurines?

I’ve used it on a number of surfaces with no problems . In fact I recently added it to a Can of wall paint to come up with a faults color and it worked beautifully there as well .

Will this product work on styrofoam wig heads without melting or damaging it? Also do I need to use a primer first?

Just try a little on the bottom and see. I do know that spray paint from a can will melt styrofoam

What is the best color for skin tone?

We do not have a color to recommend for skin tone. Skin tone varies.

does satin finish mean shiny? or is it still a matte finish?

No. satin is matte. Glossy is shiny
