How do you install the strap? Not mentioned in instructions

There is two holes for the strap clips that are both on the front end of the scooter one by the handle bars the other just above the front wheel.

Do I have to charge it?

No. It uses good old fashioned foot power! ;)

Can one get an additional Extender for a tall adult ? Thank you

Not sure about that I purchased it for my grandkids 7- 12 years old
