Would this work with latex paint? The latex is drying too quickly and clogging up the nozzle

Not really. The only way to do what you want is to thin the paint down, or use a bigger nozzle size. If you are using an airbrush (as opposed to a spray gun) I wouldn't go smaller than 0.5. You could try using retarder or flow improver as well, but I think to avoid tip dry you need to thin things down, and lower the pressure to as low as you can to get a decent spray pattern. The solution to most paint problems is thinning/air pressure. Occasionally you get a paint or coating that just won't spray. No names mentioned but there is a range of acrylic primers, in bottles similar to this, that just about no one has managed to spray consistently without clogging, and no one knows why it happens.

Yes, it's water-based and designed to be used with water-based acrylic paints, especially Vallejo's "Model Air" airbrush paints.

Does this work well with Tamika acrylics in an airbrush too?

Not sure as I use Vallejo paints. It works with paint that dries fast at the tip. I dont think this is a trait of Tamiya.

Is this designed to be used as a thinner for the paint?

This product is designed to reduce surface tension of the paint, it also acts as a slight drying retarder as it increases drying time and allows the paint to flow through the airbrush. It does not work as an airbrush thinner but if you are using pre thinned paints already like the GameAir range then it will just help with spraying and cleaning.
