Q: My rocks are under water and part of the substrate, and cannot be removed. Can I stick on some moss while it's all under the water?

I tried doing something similar. Trouble is its essentially superglue, so as soon as it hits the water it reacts and hardens almost immediatly. I was never quick enough to get it in place before it set.

Q: Will this work in saltwater aquarium?

Works ok in freshwater , although if too much used leaves a white residue. Use small amounts which won’t be exposed. Would check manufacturers website to confirm if ok with saltwater .👍🏻

Q: Would this stick slate rock togeater if i used enough?

So far, I’ve used it for plants only (glued on wood and rock). Please note that, later on, it was relatively easy to remove the plants I had glued and remaining glue patches on the wood/rock.

Q: How long after gluing is it safe after gluing a plant to wood or rock is it safe to put in your tank? What about the fumes?

I found there were no fumes at all. I held the plant in place for approx 1 minute for it to get good adhesion, made sure it had indeed been fixed firmly and then put the plant and rock straight in the aquarium. Be aware that you might have to remove the plant as it had not fixed firmly the first time and try again. I had some large Anubias that had large rhizomes that proved difficult to fix securely. Also be aware it dries white so don't overdue the application as it may be visible
