Q: Do these work as whistles without water in?

They should do they are whistles at the end of the day. Water is only added to change the tone so the kids can make music. I bought these for nieces and nephews and I know they couldn't wait to try them out in the bath. As for their mums, It's the gift the kids can enjoy for ages and no batteries to go flat :-)

Yes plastic with foam holder. It doesn't starch to anything but rest mine on side of bath. My boys love them. Like making music of some variety
